So I'm sort of new to this, and I did read the rules and FAQ but this is just to clarify: Artists are doing their art after the fics are done being written? So if I was an artist I would wait the three months then read the fics and choose one to do art for? or would it just be "I like that title so I'll do some art"?

Ah, no... When artist claims are up, you'll see the authors and the summaries to the stories that are being made. You decide on the summaries if you would like to make art for that story and claim it. Then, which I will make sure to announce properly, you have to contact your author of the story you claimed and talk to her/him, see if they have something of their story already, or just if they can give you more details so you can brainstorm and work on the art. You don't have to wait that long until the fic's finished to start working on the art. I'm sorry if that wasn't clear :) The communication between author and artist has to be done properly so if there are any problems, anyone can contact me so I can make contact with the author/artist in question.
