General Plan of Action
for the position of President

of the University of the Philippines Anime Manga Enthusiasts
Academic Year 2011-2012

To the General Assembly of the UP AME:

I am Tiffany Beatrice C. San Juan, inducted into this organization as part of Batch Shemen (2007). I am running for the position of President, and I hereby present my general plan of action that was written with the goals and duties of the said position as provided by the UP AME Constitution of 2004 in mind:

The President of UP AME shall:

i. Be the head of the organization and represent it in all its official transactions.
ii. Head and preside over all meetings of the EXECOM and of the GA.
iii. Call emergency meetings, create ad hoc committees and appoint their members when the need arises.
iv. Sign all contracts, agreements and treaties and accept all donations on behalf of UP AME.
v. Prepare a semestral report to the GA regarding the status of UP AME.
vi. Induct new members.
vii. Be the tie-breaker in the GA.
viii. Act as decision maker only in the event that the GA cannot for any reason convene nor can the EXECOM make a decision.



I. Platform

Administrative involvement.
UP AME is a continually growing organization. With almost 100 active members and the expectancy of more to come, sound management is an essential key for the organization’s further progress and survival. As the President of the organization, I will make sure to be involved in all aspects of the organization as much as possible. I will check projects, monitor activities, manage meetings and perform any other needed duties that will enable me to become properly informed about the organization’s current well-being. I will also encourage the EXECOM to do the same, especially for their respective fields of work.

Member empowerment.
The member is the organization’s most basic unit. The organization would be nothing if not for its members. During my term as President, I will continue to make sure that the members are cared for and nurtured well by the organization -- that their rights are regarded, that their full potential is discovered, that their talents are developed, and that their hard work is rewarded.

Excellence
UP AME is known as the first collegiate organization of its kind. As the next President, I will stress that we, as an organization, must be excellent and competent in everything we do. We must maintain certain standards and continue to strive to be a better organization.

Continuing AME legacy.
The key to success in the future is through knowing the past. AME must not forget its roots. I will continue to advocate what Ms. Nanessa Dimaano began: that all members must be aware of AME’s past and have a proper attitude towards it; and that we must all have a sense of ownership regarding our history.

Part of AME’s legacy also is its esteemed alumni; I believe that we must continue to create projects and venues for them to maintain contact with the organization.

II. Effective leadership

A. Management
Practicing proper management is useful in establishing an effective administrative framework with the EXECOM and the members. This way, I can help maximize the skills of all committees and members through:

1. Promoting a dynamic mindset.
We are an organization whose workforce is split into eight committees. Each committee has its own purpose and special duties. However, it does not mean that a member has to be restricted to the constitutional responsibilities of his/her committee. Everyone should be flexible and ready to take on whatever work challenge is set upon them by certain times and situations.

2. Having a constitutional yet still-flexible Executive Committee.
The EXECOM should, on important and needed situations, be able to decide on internal matters quickly and efficiently without compromising the interests of the organization and its general assembly. They should be able to decide properly without due bias, while thinking of the betterment of the welfare of the organization.

3. Proper allocation of resources.
As a self-supporting organization, we have our own resources and assets. I will see to it that everything at the organization’s disposal is put to proper and fair use, and that they are invested on projects that follow the organization’s core ideals and are beneficial to the organization.

4. Proper time management.
As President and supervisor of GAs and EXEMEETs, I will stress the importance of time management to the organization. Leaders and members of the organization should learn to follow set schedules. Good time management is always beneficial to projects and activities. (For GAs: the EXECOM must always have a pre-GA EXEMEET to properly coordinate and set the schedule of the agenda of that GA.)

5. Effective communication.
Times today have provided us with various ways of communication. I would like the EXECOM to communicate effectively even when not in face-to-face meetings. New effective ways to disseminate information to the members will also be considered. This way we can lessen miscommunication and the threats that come along with it.

6. Providing helpful materials.
I will ensure that rosters (Applicants’, Members’, Alumni’s), directories (same) and the AME Operations manual will be in an accessible form during my term so that members may fully utilize it for projects and other activities.

B. Working as a team

The entire organization is one big team, composed of several smaller teams (the EXCEOM, the eight committees, ad hoc committees, et cetera). Teamwork must be constant and unbiased. Each member must learn to be a team player. I believe I can establish this line of thinking through:

1. Workshops
- Committee-specialized

2. Training seminars
- Member’s
- Applicant’s
- Leadership (with the alumni)

3. Peer evaluation
- per committee

III. Activities

In line with the goals and visions above, these are the activities I plan to make happen:

1. Film Showings
The constant film showings are essential as showing UP AME as an active organization within the university. It is a direct method of gathering anime manga enthusiasts from within UP Diliman as well as from outside. As President, I would like each semester to have at least one film showing, to be handled by the necessary committees.

I would also like the film showings to be an opportunity to invite professors or other personnel to recognize the academic potential of anime. I will see to it that the line-up up for the film showings are substantial and with educational potential that the courses in the university can use for further learnings.

2. Merchandise Booth

3. Symposiums
I would like to propose that every semester at least one symposium be held. This is, again, to give the organization an opportunity to show the university that anime and its related topics have clear academic potential.

4. Alternative Classroom Learning Experience
Participating in the ACLE is one of the greatest opportunities UP AME has to promulgate its objectives in the academe. As president, I will facilitate the preparations of this activity, as well as encourage the members to aid the DOCCOM in whatever needs to be done for this event.

5. AME Week
For the past two years, AME Week has been filled with activities. Even though the most of the activities have been successful, I know that there is room for improvement for all of the events. Along with the EXECOM and the GA, I will facilitate carefully this project and assure that the events are brought to their full potential.

6. Anniversary Celebration
As President, I would like to be Project Coordinator once more for the anniversary celebration, and perform my needed duties alongside the Project Head, the EXECOM, and the members.

7. Free activities for members
It is important to arrange events geared towards the members. This will not only create a sense of fulfillment for being an AME member but it will also make them feel like they belong. Rewarding activities like the Christmas Party, Sportsfest, AME Picnic, and Members’ Filmshowing Choice! will be continued in my term.

8. Activity for the alumni
In cooperation with the ARESCOM, I would like to still have at least one culminating activity especially for the alumni during my term.

9. Grand directory
Compilation of the members and alumni directory.

10. Open Forum
I would like to encourage the members to be open with their ideas for the organization. However, I realize that there a lot of members who do not have the courage or time to speak up. Thus, the open forums:

- Start of the year
I would like to require all members to attend this Start-of-the-year Open Forum, where they can partly actively participate with the EXECOM’s semester planning by suggesting new activities or ways to improve the old ones.

- End of the year or after every activity
Before the end of the academic year, I would like to have a general evaluation of the organization’s events for the past year. This way, members can voice out their opinions regarding how events went or how they were handled. The DOCCOM will keep note of all comments made as well as summarize it into a report, and it will be made a point to keep this report and pass it on for the use of future EXECOMs and members.

Alternatively, instead of an open forum at the end of the year, every activity done can have an open forum or a venue/method where members can voice out their feedbacks.

IV. Tie-ups

Some tie-ups that I believe are beneficial to the organization and should be continued, are:

1. With the College of Arts and Letters and its Student Council
2. With other organizations of the university (assist the Vice-President)
3. With outside organizations with similar goals and interests (assist the Vice-President)
4. With commercial entities (assist MARCOM)

All tie-ups will be screened by the EXECOM and will only be agreed upon with the approval of the GA.

V. The EXECOM

Vice-President
- work together in discussing organizational matters (such as tie-ups, proposals, screening of the other committees’ activities)
- assist in planning academic activities
- plan together the anniversary celebration, in cooperation with the eight committee heads and, if present, the ad hoc committee formed for it

ARESCOM
- continue to implement alumni association application form for manageability of alumni members
- alumni directory
- plan the alumni culminating activity
- monitor, with the cooperation of DOCCOM, the content of the UP AME website and other UP AME site accounts

DOCCOM
- ensure the distribution of minutes
- promote the Kami To Ki
- create records of the open forums (for future reference)
- assist in handling the ACLE
- monitor that all records be filed properly
- create a calendar of activities to be posted at the tambayan

FINCOM
- assure a truthful and accurate financial statement, to be presented to the GA
- assist in handling budget proposals
- compel strict on-time payment of renewal fees
- assist in creating templates, lists and records for money-related matters

LOGICOM
- assist in completing documents necessary for activities
- assist in managing venues and times for activities

MARCOM
- assist in planning AMEng Handog
- monitor tie-ups with sponsors and/or other organizations
- assist if needed in brainstorming for other fundraising activities (raffles, etc)

MEMCOM
- assist in monitoring the application period
- require regular reports of application process proceedings during EXEMEETs
- assist in encouraging attendance on all required meetings/events of the organization
- assist in upholding seminars for the members (induction seminar, etc)

PROPCOM
- screen all film showings and assist in their planning
- endorse the library
- assist in completing a clear record of all properties belonging to the organization

PUBCOM
- be a speaker for the organization along with the PUBCOM head
- assist in conceptualizing and promoting publicity for events
- call for the continuous cleanliness of the tambayan
