I've tried more than one method for creating a cartoon effect -- but this is a very simple method!

- Open Paint Shop Pro (PSP).
- Open the image you want to cartoon.
Note: Some photos will work better than others for this effect, as you'll soon discover!
If you wish, you can use this photo for the tutorial:
- Go to Enhance Photo > Edge Preserving Smooth. The Edge Preserving Smooth window will open. Use this setting:
Amount of smoothing:20
-Alternately-
Go to Adjust > Add/Remove Noise > Edge Preserving Smooth. (See above for the setting.)
- Go to Adjust > Sharpness > Unsharp Mask. Use these settings:
Radius: 4.00
Strength: 20
Clipping: 5
Luminance only: checked
Click OK.
- Go to Layers > Duplicate.
If your Layers Palette isn't open, you need to open it now! You can toggle it on and off with the F8 key on your keyboard.
Be sure that your new layer is selected before proceeding!
- Go to your Layers Palette and change the Blend Mode of the new layer to Overlay.
That's all there is to it! You can now merge (Layers > Merge > Merge All) and Save!
