It's actually a lot simpler than it looks. First, you'll open your base image. Next, you're going to duplicate it however many frames as there are letters. In this example, there are 18 letters, so I'm going to duplicate it 18 times.
Now comes the fun part: flood-filling the letters. What you're going to be doing is filling in letters frame-by-frame. Choose whatever color you want to use. Here, I'm using #8D6DAB, which is a cute shade of purple. It's good to zoom in so you can see what you're doing. Now in frame one, you fill the first letter. Frame two, second letter. Frame three, third letter, and so on.
Under 'Animation Properties', make sure looping is set to indefinitely, and after you get it how you want it, optimize it and save it as usual. Voila!
