because... it's all a bunch of crap. They probably made up most of the numbers within their bullshit factors to validate whatever they had already decided. Something along these lines:

"Alright, so I think Honolulu has GOT to be the fittest city. Okay, so what can we do back up our opinion? Oh I know! I bet they have lots of health food shops!! We'll say they have X per capita!! Oh and then San Diego can have X-1!!")
