On Internet Censorship in Ukraine

Ukraine may adopt a law that will enable ISPs to monitor user's and block their access to some online content. P.S. The presidential elections are in January 2010.

On October, 22nd 2009 Ukrainian Verkhovna Rada made the first step towards restriction of rights for free information due to the project of the law №327 with an additional edition for the Ukrainian law about telecommunications.

According to this changes, now police, state courts and government will have an opportunity to control telecom providers and can make then to restrict access for a certain type of content and information due to the decision of the court.

This means that over 10 million of users (active or future ones) can have a 404 error in any moment if one or another website is not "beloved" by the existing or future government or even President. The "bitter taste" this case have because of the number of parliamentarians who voted for this law: 404 members of 450 in total. This caused the name of "404 Error law" among bloggers, journalists and PR-experts.

Control over content turned into control over access to the free web media because of the Artek scandal for the last several weeks. Yet the real reason for such changes in the law about telecommunications is the coming elections of the President of Ukraine where certain politicians want to control mass media and web for their own needs of propaganda and PR-campaigns. In such a situation Ukrainian bloggers made a special website zakon404.pp.ua devoted to the civilian protest of bloggers and mass media against possible violence of rights for free press, media and democracy.
