WAIT MAYBE STARBUCK IS A TIME LORD THIS MAKES PERFECT SENSE. More than anything else in the finale did, anyway. The shiny viper is her TARDIS! Yes!
Aaaaand now I want to write fic where the Doctor is all, "WE DON'T TALK ABOUT HER, OKAY? IN FACT, WE TEND TO IGNORE THAT MILLENNIUM ALTOGETHER." and Lee and Sam are the very worst companions ever to their hotass Time Lady. I think BSG/Who is my new OTCrossover. It really has no right to be that awesome.
