Pentagon nuclear-weapons policy reworked to better fit the Bush doctrine.
Now it sez we can drop nukes on whomever we want, for any reason we feel like. It literally says that the nukee needs to have WMDs and plans to use them, but nudge-nudge wink-wink I think everyone knows what that means by now.
This neatly solves the problem of invading Iran, whose military is much more organized than Iraq's was, and also of post-invasion accusations that no WMDs were found in the wreckage.
