The Ministry is doing its best to monitor the most populous areas of Muggle England...as is the Order. But there are only so many places we can watch; we cannot know where the Death Eaters will choose to strike. Fudge will not step down, as well he shouldn't, not to Voldemort...but I can only imagine how many people they'll kill depending on where they strike.
