well its no so much as a government vs religion issue its more of religious issue that happened to be discussed by politicians. The government is not saying that they are amending the Bible, they are reinforcing it, and that is clearly within the bounds of the separation of Church and State. The Bible, as well as the Koran and many other religious texts denounce homosexuality and the rite of marriage is only reserved for a man and a woman, and personally I have conflicts with gay marriage not just religiously because, though its hard for me, I understand that Nico could actually be in love with another man, and that is all fine and dandy, and I understand that they should be allowed the same privileges as any heterosexual couple, but the problem lies in the actual evidence of this love in the eyes of others because for all we know two guys, they don't really have to be gay, could feign gayness so they can get married and reap the economic benefit that come from being in a marriage, or (i saw an example of this on an old Drew Carey Show episode). An american could marry an illegal immigrant, and by the law the immigrant gains full citizenship and he(or she) could now go anywhere in the country and the Immigration Board can't touch him(or her) There are always crooks when laws like this are being debated and these crooks are mostly the reason why such legislation never gets even put on the docket and the negative connotations combined with American generalizationism makes everyone(even those that are doing it legitimately) look like a crook despite what anyone involved says
