[There is a pause and she begins speaking as though dictating; talking to herself.]
Aside from timing, there is nothing so far that links these crimes and behaviors. One could propose a "chip malfunction" or action by the scientists; however, in my opinion, these are not happening on a large enough scale for either. Chips would not discriminate in failing; the scientists have rarely, in my experience, bothered with being selective, and such a thing seems too direct for them regardless. A chip malfunction should not make you commit murder, unless it is something interfering with emotions... If it is something along those lines, we should be seeing other strange behavior.
However, I still find myself doubtful that is the case. Therefore, either these crimes are committed by one person, or they are committed by several people connected by little more than bad timing. [...] The third possibility is that there is more than one person, but that they are working together. With only two murders and one assault to go by, I suspect that if the third or second scenario is true, we will be seeing more.
As very shortly before this we had the murder of "Kadaj" by "Gilgimesh," my instinct would be to question him in this. Unfortunately, he is currently jailed. It can be assumed a separate matter.
Rather than wasting all out time patrolling, hasn't anyone spoken to the victims? I did not notice it of Kureha. In a city this size, with a force this small, the odds of us catching anything in the act is slim at best... even with more likely to come.
[She trails off. After a minute:]
Officer Serizawa Naoto has information about... a potential threat. Due to the nature of this information, and due to the one he is accusing, I believe it is pertinent that Arisato or Saber speak to him immediately.
