County Council Creates Stormwater Management Retrofit Program

Council Member Mary Lehman's Bill Rewards Residents, Businesses, and Nonprofits with Rebates

The Prince George’s County Council, during the final session before summer recess, voted unanimously following a public hearing on Tuesday, June 24, 2012, to approve CB-40-2012, establishing the Stormwater Management Retrofit Program in Prince George’s County.

County Councilwoman Mary A. Lehman (D) - District 1, who introduced the legislation, says protecting the environment is a top priority.

“I appreciate the support of my colleagues, and the broad support of municipalities and environmental groups, as we continue to work together with the community to improve water quality, position the County to meet new federal water quality standards, and create green jobs.  Passage of this bill represents our commitment to both clean water and community engagement in Prince George’s County.”

The new program offers rebates of up to $2,000 to residents, and up to $20,000 to businesses and nonprofits to reward stormwater retrofit initiatives on public and private properties, including tree plantings, rain barrels, cisterns,  green roofs, rain gardens, and pervious parking areas.

County Councilwoman Lehman is excited about the tremendous potential benefits of the Stormwater Management Retrofit Program for communities, public health, and the environment.

“It will make green infrastructure projects affordable to communities that otherwise would not be able to implement them.  These projects can raise property values, improve air quality, create green jobs, conserve water, and help restore local watersheds.  I’m looking forward to partnerships with the County and non-profits to perform green stormwater projects on school properties, parklands, libraries, and municipal buildings and to green community projects that foster a host of educational and vocational opportunities to improve the environment and beautify our neighborhoods.”

The Stormwater Management Retrofit Program, coupled with existing programs, will provide water quality benefits to the Anacostia, Patuxent and Potomac rivers.  The new program will be administered by the Prince George’s County Department of Environmental Resources and funded by the Stormwater Enterprise Fund (set forth in Section 10-264 of the County Code).
