So Tosh is generally rather socially awkward even when dealing with people her own age since she dedicates like 95% of her time to work back home. And hilariously, the majority of the people she talks to in Camp are under the age of 21, which is a demographic that she is compleeetely unused to dealing with outside of work related things. So when she first started talking to Rex, she was sort of mimicking Gwen's ~friendly and helpful~ nature as to not scare him off.

She doesn't do that anymore though since she genuinely really likes him a lot! He's really friendly, and has a sort of energy that she's... really not used to seeing. She does think he's a little too young to have so much responsibility thrown on him though, and that it might be taking its toll on him. Tosh also finds his powers really fascinating, and she would love to study them, except she knows how bad that would sound. So she won't. Bring it up and will just admire from afar.

Also re: the recent thread. A lot of that stemmed from her... not knowing how to talk to kids, again. So she feels like a jerk, but if anything, it made her respect Rex a lot more than she already did.

SO WHAT DOES STEFAN THINK OF CAMP.

Here. In a nutshell, Stefan is crazy and needs an outlet for being crazy and being the good guy isn't going to work out when he's off the handle and needs blood to just not collapse from grief and guilt.
