Hate Memes

So I've been watching a few exchanges about if a meme is a hate meme or not.
So when does a meme turn into a hate meme? Even if I hosted a snaps cup meme on my journal it can still turn into a wankfest if I allow it, a meme can start off as one thing and turn into something completely different by the time it's done no matter what name I gave it.

I know people on my flist who've been hurt by things said about them in anon memes. Now I'm pretty thick-skinned so little comments like "PrettyVeela sucks omg!" doesn't faze me but hey that's me. The main thing seems to be that when people don't know who is saying it then they get paranoid(is this someone on my flist? etc).
But who is more at fault when it comes to these types of memes? The person making the post anon or the one giving them the outlet to do so?
