OKAY, first some tl;dr.
When Rolo arrived on the island, he had next to nothing, money-wise. Both he and Lelouch never relied much on cash or change, preferring instead to use cards (this is canon). However, Rolo is extremely resourceful and upon his arrival, picked several pockets of natives using his Geass.
This money, combined with the money he was receiving from Jeremiah, and the job he got at Bridget's Just Desserts, Rolo was making a steady wage.
But then, he needed a place to stay. Rather than staying at any of the Hostels and rather than resorting to just an apartment, Rolo found a better method. He killed a native family and took their house. But he didn't just take their house. He took all their assets as well, managing to deftly shift them all into his name.
And then Jeremiah left the island. When he did, Jeremiah willed all his money to Rolo (okay'd with the mun). This was something in the twenty-thousand Amats range.
After combining this with the money he had taken from the native family, his paychecks, and the other money he'd stolen, Rolo had managed to amass a pretty decent amount of money. Some of this was used to gather weapons and stuff, but most is saved. Now, Rolo has... well, a shitload of money.
And then Euphemia left the island too, leaving Rolo another large amount of money along with a functioning and popular pizzaria. Now in charge of that, Rolo has gained substantial funds.
Also note that 1 Amat = 1 Current US$, but even with this amount, things on the island tend to run (depending on what they are) as either fairly inexpensive or fairly expensive. For a rough idea of pricing, check here. As for tiers, Rolo would fall under Tier 4.
