Hopefully this is ok to ask here

My sister had a baby on December 18th, 2010. Her husband was fired from his job less than a week later. Consequently, they lost their health insurance. She works but there are no insurance options where she works (she works for a tiny neighbhorhood store/deli). Her husband filed for unemployment and received a letter saying that he would get $308 a week if he was approved. To date, no money has come. Apparently his former place of employment is fighting it so there is some sort of delay. She's unclear as to whether or not it will actually ever come. My sister had an emergency c-section so she was out of work for 7 weeks. She's back now. She's currently quite certain she's suffering from PPD. She's attempted to apply for WIC and Food Stamps but they were rejected on the basis that they don't know whether or not they'll be receiving unemployment (this is what I understand from my sister). She also showed them that letter that mentioned the $308, so of course, that didn't help their case. Right now they are in limbo where they have no money coming in, no eligibility for WIC or Food Stamps until they get some sort of straight denial or acceptance of the unemployment, and my sister is suffering very badly from the PPD. I personally didn't suffer from PPD and while I can offer support, I really don't know what it's like.

I know zero about this system, and want desperately to help her, but I'm out of ideas. I've been researching a bit, but I'm not coming up with anything useful. She'd really like to talk to someone about the PPD, and somehow get zoloft or something, but it seems like there's no feasible way for that to happen.

Does anyone have any experience with this? I have no idea how to help her. I live in Canada and our system is completely different here. My sister is in NH and her husband's job was in Mass.
