I did this at the end of my pregnancy, too. I gained a crap ton of weight throughout the third trimester and was ahead on fundal height. Then everything just stopped. No more weight gain, fundal height stayed the same. Baby was growing fine and ended up a healthy 7lbs something.

I found toward the end of my pregnancy with my daughter my fundal height stalled for a few weeks, then dropped back 2cm. My midwife told me its really common when baby starts to engage :)

no, it shouldn't be getting any taller by now. your baby is putting on fat now, not getting longer so much anymore, ya know? dont worry!! :)

If a different person did the measurement, that can affect it also.

I had the opposite happen where mine jumped way ahead at one point (and then jumped back to normal at the next appointment!). The midwives told me that baby's position, engagement, and person-to-person variation when measuring could all lead to a funny result. I've also heard that weight gain can level off at this point because your stomach is too squished to eat much and you're using a lot of calories just maintaining all those baby-support systems. I wouldn't worry if the doc isn't worried.
