Assuming his story is accurate, he steals people's mutant powers in ways that kill them. And then kills people who try to apprehend him, presumably with the aforementioned stolen mutant powers. Of course, he also says that he killed himself here so he can't go home again, thus ensuring that his attempts here at reform will be permanent.
