Meeting on the earthlings development prospects of Outer Space, held April 17, 2012 under the auspices of the section "Planetonautics" named after E.L. Akim of the Moscow Society of Naturalists at Moscow State University.
Taking into account the relevance of international integrated scientific and creative program "Another Contin(g)ent" ("Autonomous planetary settlements (APS)"; InoCont; www.inocont.net), the function of system coordinator of the which performs the section "Planetonautics" named after E.L. Akim of the Imperial Moscow Society of Naturalists at Moscow State University, we ascertain and recommend:
1. Long-term prospects of space exploration should be maximum attentively of binding with the development of planetonautics doctrine. The planetonautics’ priorities are problems of the sociocultural adaptation of large social groups in extreme environments, development of qualitatively new mode of self-regulatory mechanisms and value of development, etc.
2. The mission of the "InoCont" is, above all, in advance of the culture of planetary habitat development on the Earth and with the direct participation of all earthlings. Planetonavtika can take place only as a civil planetary motion.
3. Critical to the fate of future generations is the reliance on humanitarian responsibility priorities without compromising the technological effectiveness of extraterrestrial missions, to overcome the temptation of direct extrapolation of terrestrial standards and stereotypes in the other for person environment.
4. The "InoCont" has mobilizing character, has all the attributes of strategy and endowed with the qualities of an adequate anti-crisis measures that could be a welcome basis for broad international partnership in the genre of intelligent crowdsourcing.
5. This program sets and solves problems with which mankind without integrated approach is not able to cope on the Earth today, and which will soon encounter in deep space.
6. Development of the fundamental aspects of planetonautics and testing models of cultural life and the complex infrastructure of APS requires the formation of a new generation of high quality staff - "design methodology" (engineer-philosophers).
7. In the short term, the creation of an international consortium to implement a fundamental program "Another Contin(g)ent" and the relevant Development Fund for Planetonautics Development and the Future Design Center to develop innovations in fundamental and applied aspects of planetonautics, development of "Project Forecasting", scenario forecasting, prognoses-pedagogy, etc.
8. It should give the program "Another Contin(g)ent" ("Autonomous planetary settlements (APS)" the status of the State Program of Innovation Development of advanced countries.
9. The nearest milestone in general partnerships of the Program participants should be the preparation and conduct of the international competition of aspect-curators named “UniCont" dedicated to the problems problems of autonomous planetary settlements (APS), which is scheduled as part of the XXVII World Student Games in Kazan in July 2013. To organize pre-selection and training of candidates for the aspect-curators.
10. Establish the World Day of Planetonautics - October 29 (with countdown from 2009.)
11. To support the initiative to place on the agenda of the APEC summit 2012 (Vladivostok) presentation of the project of international scientific and creative cluster of prototypes of autonomous planetary settlements (APS) around the "Vostochny" space center, the Amur region, Russia.
12. To establish the interdisciplinary seminar on the international network of social and cultural issues of planetary missions on the basis of section "Planetonautics" named after E.L. Akim of the Moscow Society of Naturalists at Moscow State University and related social associations.
13. Present this Resolution at the International Symposium on the results of experiments simulating manned flight to Mars ("Mars-500").
The meeting participants appeal to public at large, governments, academics and investment organizations to include the active and the possible assistance of the Program "Another Contin(g)ent" ("Autonomous planetary settlements (APS)" in their regions.
