It depends on whether or not it has been orchestrated, doesn't it, Blaise? And it is a metaphorical control, unless the Watcher is actively participating. The watchee(s) are the ones in the vulnerable position. They are performing an intimate act, that can bare one's emotions and animal urges, that only the person, or people, that the watchee is performing with should have the privilege of seeing. But then you have the Watcher who is intruding upon this act without the watchee(s) knowing. Isn't the objective one always in control? I think so.

Of course, it always depends on the situation, and where everyone participating in the sordid deed stands..
