Looking for a fic Dark faction abandon Magical Britain

I am looking for a fic where all the dark pure blood families leave Britain and in one scene Lucius Malfoy makes a comment about how magical Britain hates the Dark but still accept their money/donations and see how they like it without them. Also, the Slytherins at Hogwarts I think disappeared right after the last sorting so there was no warning to Dumbledore or the Light faction. They do eventually realize they need the dark faction and that the Ministry is corrupt.
