Well, I'm not entirely sure as I don't live in London, but I know that for me, when I left school, that I wanted a government job, and therefore lived as close to the center of my county as possible. I would think that anyone just out of Hoggy Hogwarts, particularly if they want a Ministry job, would want to live in London. Plus, if you grow up in the country, don't you usually want a taste of the city for a while? Throw off the old 'Rents, move into a leaky cold-water bedsitter, and really understand what it means to be miserable until you finally find a roommate and get a decent townhouse.
What I don't understand about the London Flat storyline is why Harry is always living in one. Doesn't he own Grimmauld Place? I mean, sure, he hated it in Six, but it's all he's got left of his Godfather. Plus, he can have Hermione and Ron move in with him, and they could probably all go for days without seeing each other in that big house.
I don't think they'd ever move to Muggle London, I'm thinking more Diagon Alley or like you said, a flat that's unplottable in some way.
