Rikki chose to be a leader, which means she chose to be the one to keep people together. It took her awhile to realize that's what she was doing, but the Allies are more a democracy then anything, and a big part of the reason civilians trusted her was her ability to help communities hold together. And now it's her job to hold Nico together, which is a mild sort of terrorifying she's not used to.
