mandatory evacuation. if you're not going to take it seriously, than that's your fault. so yes, i can blame them more. but you have to draw the line somewhere "for want of a nail the kingdom was lost." now, you could blame the kingdom being lost on the battle being lost. to a lesser extent you can blame the kingdom being lost to rider losing the battle. to an even lesser extent you can blame the kindgom being lost to horse for losing the rider who lost the battle. to an even lesser extent you can blame the kingdom being lost to the shoe for losing the horse that lost the rider who lost the battle. and to an even lesser extent you can blame the kingdom being lost to the nail for losing the shoe that lost the horse which lost the rider who lost the battle. if you really want to get picky you can blame whoever made the nails for not making enough, or the miner for not mining enough iron or the guy that made the bucket that held the iron for not making a big enough bucket. there is always someone else to blame for something not getting done. but the bigger the scale the bigger the person that gets the blame. i understand i've also proved how we're wrong in not doing anything, but how wrong is each individual person actually wrong. wrong is wrong is wrong is wrong, but eventually you have to draw the line as to who you can really blame. bad things happen in life, some things worse than others, and everything can be drawn back to anyone, so why bother.
