revenue canada... field officer?

so. a friend of mine who is very sweet but a little disorganized has not filed for a few years, and he's been talking to revenue canada... but today he'd recieved a hand-delivered letter from a field officer saying he needs to contact this person ASAP.

We recognize the seriousness of the situation and he wants to work this out, but is having trouble getting past all the paperwork...

anyone have any insight as to what this means or what will happen from this point? Any info is greatly appreciated!
