We've had random service outages out here that land us with a new IP address. No rhyme or reason, it just happens. Some ISPs if you unplug the modem for more than about 5 minutes, you'll end up with a new IP address. This is all stuff I've either seen happen or have had to deal with as a tech. Perhaps this shouldn't happen based on what the standards say, but in the real world "should" and "actually does" are often completely different.
There are also ISPs that use proxy servers for their users- @Home used to have one though it wasn't mandatory. If her ISP has a proxy, or some sort of NAT setup which a lot of cable providers are moving towards, you wouldn't see her real IP address- you'd see one that serves multiple users simultaneously.
If you managed ISPs in the past, you obviously haven't kept up with changes in the ISP business.

But before you set up your ISP, i mean webhosting company (ooo anybody can host 10000 domains off of 1 ip using apache + virtualhosting! and NameVirtualHost!) that you want to start... I believe its time to lecture you a little about networking before you set up your webhosting company since you dont have the knowledge at a NOC "ISP LEVEL"
First of all sir, lets talk about ip addresses.
When internet service providers buy ip addresses. They buy them by the bulk from arin. Which is either is a class A, class B, or class C group of addresses... Even class D...lord, pppst! When ISPS purchase these ip addresses They dont host them all through 1 router because theres no way in hell 1 router could handle every fucking machine on their network. YOU KNOW THIS! Most internet service providers in the world divide the ip's up into smaller networks doing this process called subnetting, which im sure you studied in your ghey ccna class, but you probably didnt understand it otherwise you would understad my previous posts. But anyways, I dont have CCNA.. who fucking needs certs to understand networks in order to gain experience? I dont.. You probably also dont even understand the term subnetting, most people dont, but you know, most people dont understand pointers in programming c/c++ either, which im sure you are uberleet at programming too... printf("%s", "Hello world\n"); leet hax0r! . But anyways to talk about subnetting, ISPS divide their class A,b,c or whatever they own addresses of ips and set up routers around the globe setting up smaller networks by doing this process called 'subnetting'.
Anyways doing subnetting allows ISPS to lay the smackdown on a class of ips and bust the breakdown on them breaking them into smaller simpler networks by setting up multiple routers around the world with hundreds of routers. This allows providers to manage the networks better and utilize loadbalancing on the network by: A) reducing unneccessary traffic and B) 'organize' groups of addresses by location, determining where what packet is coming from where... and im sure you knew that. Hence that IP is in phoenix arizona. Woo /usr/sbin/traceroute == cool uberleet hax0r program..

Next thing lord im going to educate you on is.. We are going to talk about DHCP since you dont comprehend why on your "windows bawx" your machine obtains an ip address when you start your computer or cable cycle the machine, or powercycle your cable modem...... at a noc level... A dhcp server's main purpose is to make life easier for a kiddie that has never ran the internet before and runs a shitty windows boxen with it configured to have their computer auto configured for a network so they dont have to statically put their ip address in their tcp/ip settings, gateway, dns server, etc.. Windows * by default has a dhcp client embedded into the operating system. Did you know that? Did you know by default that the computer is configured to 'obtain an ip address automatically in the tcp/ip settings?' . So lord, you are on your computer, you boot up your cable internet.. wsoohooo, here comes the bling bling!

lord, If you have set up your own DHCP server you would understand how dhcp servers store these things called DHCP lease times.. These "IP" lease times are stored on the dhcp server and are assocciated by the computers 'mac' address (which is hard core programmed into each network card + PPST IT CANT BE CHANGED) ... the ip address wont ever change until the lease time expires from the dhcp server and the next time the interface is activated the dhcp server sends it different ip information. And sir thats why your ip suddenly changes some times.. But you know this is all educational for you.
And, I hope im making this very easy for you to comprehend in 3rd grade level terms. And 3rd level punctuation too :)
Whoo hoo so what does that mean for you? Do you have to configure your internet connection to automatically obtain an ip address from a dhcp server? No you dont.. if you know the ip addresses on your network you are on ( pppst process of subnetting as we stated before).. gateway information. (the router) dns servers... etc.. you can statically assign and ip address to your network card... IF that ip address isnt already owned by someone else on the network

Wow, isps are starting to set up proxy servers. Really? The first time i set up a proxy server was when I was 16 years old.. in fact when i was 16 i was managing a novell 3.x network and im 24 now. Trumpet winsock rocked on windows 3.1.. mm working for DoDDs at age 16 and having a ISDN line with a t1 connected to the airforce base for school was hella cool. Hella coolio ya kno. I found it rather funny because back then t1's werent even released in the public, and I used to chat on irc and be like 'yo im on a 1mb connection, fjeer'. My grandmother in her sleep can set up a proxy.
I currently manage 2 internet service providers. I pretty much run the noc, and am the noc, remotely.. thank you sir.. mm buncha *nix boxens + portmaster switches with 30 nodes on each one of them.. both configured for cistron radiusd for dialup authentication. Mmm our billing server kicks ass too. And on top of that, our service provider is the only isp over seas where in the area that its located has roaming in the united states. Now, hmm how did i manage to do that??? Well lets see.. the other isp i manage is in the usa? Make any sense yet??? Long Story short, remotely i maintain a service provider overseas now. And its behind a transparent proxy... All httpd traffic destined to port 80 over there at the router is redirected through something called a squid transparent caching proxy. Its not hard at all to set up since Ive set up a proxy when I was pretty much a kid. But lord, if you know anything about routing and networks. :) You can forward all traffic into a proxy thats running on a different port on a machine and have it running without a user even having to configure their internet explorer. And users wont even know that a proxy even exists. No configuration needed. I could blabber on this all day long. And blabber about my experience compared to yours.
And ps:
@home is dead already. There was no point in even bringing @home into the conversation. They went bankrupt years ago. And most ISPS are definately NOT switching to using proxies.. in fact most isps are upping peoples bandwidth allowing them to transfer more data at a time since the core uplink backbones can handle all the traffic. Anyways, i like you, but i dont need you insulting me when obviously at a NOC level, I have more of a clue about what im talking about.
Also, nobody knows this.. but i run the security for ytunnelpro as well, and ohmytrance.

Computers do strange things sometimes. Things that every bit of documentation says is impossible. I've seen it happen more than once. The real world puts interesting stresses on equipment and sometimes requires unique solutions when a person or company is setting up a network- solutions that if you don't work on that specific network, can result in behavior you wouldn't be able to predict.
