Ah, I see.

I'm glad I'm not the only one who noticed. The fact that Chris Nolan never pointed it out on-set means it must have been *intentional*... so either they're setting up the Mayor as a villain for a future Batman movie (I don't remember "Eyeliner Man" from the comics, but he'd probably fit in well with most of Batman's Rogues Gallery), or the producers of "The Dark Knight" are up to something far more sinister.
