I give up!
After almost 4 hours of no response from my manager about the Job description email....I Im'd him...
following is the conversation...
ME: Chris, did you get my email about the job description and personal information?
Him: Yes I did, Thanks!
Me: um ok
yep that was the extent of the conversation. he has not replied since then.

edit: I just emailed my managers boss and asked for a response.
