Background:There's really not that much to be said here. Josuke had a pretty normal childhood, though a few things are notable. He is the illegitimate son of Joseph Joestar and Tomoko Higashikata, and grew up without ever knowing his father. When he was six and the whole Dio Thing was going on in egypt, Josuke fell ill. It's only due to the efforts of one mysterious teenager with a ridiculous hairdo that he was able to live. This is the man who Josuke copied his current hairstyle from, and why he gets angry whenever people mock his hair-he feels it's like they're mocking his hero, and he can't take that.
It's also probable that this was the time when Josuke first developed his stand.
Other than that, his childhood has been perfectly normal.
Personality:Josuke is, despite all appearances, an extremely good kid. He's exceedingly polite, using Mr. and Mrs. for just about everyone older than him, and helps out people in trouble where he can. Josuke also doesn't really seem to mind being pushed around all that much-he's tough, he can take it. It's a whole 'nother story when you start messing with weaker people, though. Josuke does stick up for those who can't help themselves; early on in the series, he is shown getting angry not when a group of upperclassmen picks on him, but rather when they wound a turtle for the hell of it.
In short, Josuke is a kind, dependable and friendly person, always willing to help those in need.
There are two other major facets to his personality.
1) Josuke can be a bit sneaky with money. He is not above some…questionably legal uses of his powers, or those of others. In-series, this was shown when he used Crazy Diamond to win a 5 million yen lottery with the aid of Fatty and Okuyasu, used Mikata's shapeshifting powers to cheat Rohan out of money, and lastly when he stole his dad's wallet with Crazy Diamond. Expect him to figure out SOME way of using everyone's powers for monetary gain, especially if he's feeling unnaturally poor.
2)Josuke gets mad-very, very mad-if people ever insult his hairdo. If somebody insults his hair, he instantly goes to "pissed off", and will usually punch them with Crazy Diamond. If they keep doing it, he has no choice but to pummel them into the ground. Coupled with his 'warp' and 'fuse' powers, this tends to turn out very badly for the person on the receiving end.
One last note: The series is called "Unbreakable Like Diamond" for a reason. Never give up, never surrender. That's the Josuke way.
Combat Abilities: Josuke possesses a Stand, a weird kind of ghost thing. See his canon pitch for general stand rules.
Josuke's is called Crazy Diamond. It is a close-combat stand, and one of the strongest in the world. Crazy Diamond is shown easily catching bullets fired within inches of Josuke's face, and parrying bursts of machine-gun fire without slowing down. It's extremely strong as well, capable of exerting superhuman levels of force with each and every punch.
Each stand has a power, and Crazy Diamond is no exception. It possesses the power of "Restoring objects", allowing Josuke to instantly fix any broken object or heal any wound by touching it with Crazy Diamond. The pieces of the object (or person, if they lost a limb) will fly back together. Josuke has also been shown to add a sort of delayed restoration effect to things, letting him follow parts as they fly back, or throw them before they eventually reconstitute themselves into a whole.
More accurately, this power restores things to how Josuke imagines they should be; Yuuya at one point complains about the placement of the corner of one eye after Josuke heals him.
This leads to two other, lesser-used effects. When mad, Josuke's power does not heal things. It warps them, tying furniture into knots or giving people pig-noses. Fortunately, Josuke is very rarely mad.
The second effect is to fuse things together. This only works when Crazy Diamond punches something into something else, like a fist against a rock. Josuke uses this exactly twice in canon, once on Angelo (fusing him with a rock) and once on Enigma (fusing him with paper). People fused with inanimate objects do not die, they are simply paralyzed and unable to speak for eternity.
IT'S ALWAYS THE NICE ONES.
Crazy Diamond's powers are not without their drawbacks. It is limited to only a 3m radius range from Josuke, and it cannot use its restoration power on him. Furthermore, any damage inflicted upon Crazy Diamond is also inflicted upon Josuke-if one of its arms gets blown apart, so does Josuke's arm. Fortunately, Crazy Diamond is a good bit tougher than a normal person, as it can punch solid rock at full strength without harming itself.
Crazy Diamond cannot ressurrect the dead.
Josuke himself isn't harmless, either; he is a proud posessor of Shounen Action Hero Toughness, which helps with the limitations of Crazy Diamond's restoration power. An example of this is during his final battle with Kira, wherein Josuke gets wooden spikes driven through his lung and leg. This does not stop him from talking, dragging himself around, and fighting.
Power Ups: Josuke has no canon powerups; his abilities are deadly enough already. However, I do have one non-canon one in mind. Jotaro is shown using Star Platinum's strength and the "Whatever happens to a stand, happens to its user" rule to pull off crazy jumps across the Cairo skyline during his battle with Dio. There's no reason Josuke can't learn the same abilities at some point.
Other Abilities:
Josuke is a Joestar. As such, he can call upon the resources of the Speedwagon Foundation. The Speedwagon Foundation is a large, international oil and pharmaceutical corporation. A small department in the Speedwagon Foundation is set aside specifically to help out the Joestar family in their generations-long battle against Weird Shit, and research said Weird Shit. In-game, this means that Josuke has a secure place he can send dangerous magical artifacts, and can get a free, private ride with his friends just about anywhere in the world. However, the Speedwagon Foundation is made up solely of normal people, so they aren't the most durable companions.
Josuke can see and speak with ghosts.
Missions and Events: Josuke doesn't really need an intro mission, I feel. If there's just some random fighting going on in town he'd be more than likely to intervene.
Mission 1-Red Hot Chili Pepper
The exact details of this fight are covered in Red Hot Chili Pepper parts 1-8 in the manga, with Akira having been earlier introduced in The Nijimura Brothers Part 10.
Log-Visions Of Cinderella
Covered by "Yukako Yamagishi's Vision of Cinderella." Josuke is not present.
Log-Street Of The Dead
This is covered in the chapters titled "Rohan Kishibe's Bizzare Adventure". Josuke is not required for this, any character who can see ghosts will do.
Mission 2-Sheer Heart Attack (May be modified, if someone does not mind dying via magical explosion. Though if Josuke's close enough, we can prevent their death.)
This is based off the chapters titled "Yoshikage Kira wants a normal Life" and "Sheer Heart Attack".
Mission 3-Atom Heart Father
This fight is covered by the manga chapters "A Father's Broken Heart".
Mission 4-Pearl Jam
This is covered by the chapters with "Pearl Jam" in their title.
Mission 5-The Invincible Crazy Diamond
Covered by the chapters "Killer Queen's New Power" and "The Invincible Crazy Diamond", though the exact outcome of the fight isn't really shown until "Guardians of Morioh."
Of the above list, Red Hot Chili Pepper and Pearl Jam are the only ones that won't really need much editing. The best idea I can offer is that the mods glance over the relevant sections of the manga, and figure out how to make them work.
Ideally, Kira would murder and replace the NPC dad of a non-combat character. This would match up to the manga pretty closely, as said Non-combat character could reprise the role of Hayato, and do much of the work for defeating Yoshikage Kira. If you're interested in this, you will want to check out the sections of the manga with Yoshikage Kira in the name, and "Killer Queen's New Power."
If there is for any reason not enough missions, part 4 is full of extra stand users-Bug Eat, Boy 2 Man, Aqua Necklace, Superfly, Enigma…there are quite a few that can be used, and I would love to do some of them.
Really, the list above is just to show that I would like all the fights with Yoshikage Kira and his dad to remain intact, along with RHCP (a good introduction to enemy stand users) and Pearl Jam (An amazing breather foe).

Befriend ALL the ladies! Especially Colette What happens when you insult the hair Notes: Crazy Diamond's power may be perfectly suited to healing, but that's hardly all it can do. Josuke is shown in series using it to force other people to retract their stands, create homing glass bullets, steal wallets, and reverse some attacks back upon their wielder, among many other effects. Don't think that Crazy Diamond is only a healer who punches things.
Stands cannot normally be seen by people without stands; for the purposes of this game, supernaturally sensitive people should be able to spot them. If you're in doubt, ask me. As a general rule of thumb, if you can see ghosts, you can see stands.
In-series, Josuke killed exactly 0 people*, instead preferring to beat the evil out of his foes. I plan on sticking to that record as well as I can. While he may threaten to kill people, actually consigning them to death I will avoid.
*He did guide someone into blowing up a ghost, and he did fuse two people with inanimate objects. I maintain that none of those count as "kills".
Josuke, like every Joestar, is a bit of a chick magnet. I chalk this up to his kindness and badassadry.
