For convenience I'd assume 4.

Reasons? When they raided my room the higher-ups seemed content to leave me alone. So I'd think the corruption is further down.

Though why couldn't it be both?

The problem with assuming 4 is the case is it potentially takes me down a bloody and irreversible road. Hence I want to be sure first, but am unclear on how to determine this.

Get someone to con him into making a contract and then reveal it to his superiors, and his community. Destroy him.

The contract means he'll go to the depths, and you'll get to see him there on your visits.
