That's not going to happen, and I don't think it should.
Do you know why the condoms used to be usually in full view of the pharmacy counter, and sometimes behind the counter? Because they are a huge shrinkage item. Teenagers (or younger) steal them because they are too embarrassed to buy them. These days more stores are putting them in a less visible spot; the thought is that it's better that they steal them than that they not have them. The theft is considered an unavoidable by-product of good public policy.
But condoms will not damage your health if used incorrectly. Plan B works. And is safe when taken correctly. But it's no fun while it's working, and if taken incorrectly can really fuck you up. You want the person taking it to be careful, follow the instructions, know what they're getting into...Otherwise there would be a large number of teenage girls doubled over with crippling cramps (normal while Plan B is working) calling 911 after stealing and taking it without reading or understanding the package instructions and warnings. Or taking it wrong and doing permanent damage.
I agree that no one should need a prescription for it; if you need it, you need it, no matter how young you are. But I also agree that you should have to get it from a person who has a chance to see you and explain the thing and make sure you understand the explanation.
