I made that comment to the woman in the cube next to me. Her response was that Vader still has some modicum of humanity in him. On the other hand, the humanity must have come later, since I didn't see a whole lot of humanity in the portrayal of Anakin in eps 2 & 3.

As scary as Vader is, he's only one man. And even the whole Empire military doesn't have the ability to assimilate the Rebel forces wholesale and make them into more Empire forces.

And stormtroopers can't shoot.
