Update on an old case: Rido Kuran

So all good things must come to an end, and as it's been a year now of house arrest for tampering with 2 people's minds, it's time to release Rido back into the wild. I've spoken to Cameron-mun and we're thinking this should just be an assumed thing rather than having to make a formal thread on the network.
