Something highly unusual happens at the moment when Finnick dies: it turns out that putting him and Cinna together in the same plane of metaphysical existence, without bodies to physically contain their awesome, actually means that there is TOO MUCH FABULOUS for any one plane to handle. As a result, the universe's survival instinct kicks in and it promptly boots the two of them out of the afterlife and back into the physical realm, where they still don't have bodies but get along pretty well as ghosts.
(Finnick drags Boggs along, too, because Boggs kicks ass. Even with no legs.)
SO then there they are, floating around as ghosts in the aftermath of the rebellion, and they're like "soooooo...what do we do now?"
And obviously there is only one answer.
So they promptly book it to District 12 and haunt Haymitch for the rest of their days.
