I think, all in all, Ino finds Kanda interesting in a vaguely amusing way. He kind of reminds her of a Neji-type person, tightly wound and irritated as a default attitude, and just like she could never really stop herself from bugging the crap out of Neji, she can't really stop herself from bugging the crap out of Kanda.
She likes getting a reaction out of him, basically. Sometimes, this is really easy to do and sometimes, it's not. When it's easy, it's funny, plain and simple. Annoying on occasion, but she just yells at him and it makes her feel better. When it's not so easy, she isn't really sure what to do. Keep trying? Hold her ground? Give up? Despite the fact that he's obviously homicidal, she's not actually scared of him in any way, shape, or form. Part of this is because she's still a bit stupid and a ninja and being scared is counterproductive, but the other part of because she believes that he wouldn't hurt her. Not because she thinks he's a good person, but because she thinks he has the potential to be. He's definitely not evil.
Where this comes from, she has no idea. Neither do I. I really don't know. But she does like to believe that deep deep deep deep down, Kanda is just struggling with himself, that he's likely had some nasty shit thrown his way and he doesn't know what else to do except what he's been conditioned to do. Like an abused dog doesn't know anything but to snap at people's reaching hands, whether they're trying to hurt or help.
A part of her understands this. The shinobi life isn't shits and giggles all the time either. A part of her does not really understand, though she'd like to help, though she knows that trying to help probably won't do any good at all, except get him angry with her and likely never trust her ever again. If he even did in the first place.
All this makes it difficult to deal with him when he's not being a straight up jerk. Straight up jerks she can handle. Going in half-cocked? Not so much. That's Yuri's deal.
In the meantime, she'll just keep bothering him, since it's her self-proclaimed duty to adjust the sticks up people's asses everywhere, and hope that her continued presence in his life makes him relax a bit around her, though she isn't holding her breath on that one. While she wouldn't necessarily go out of her way to hang out with him, she doesn't really mind so much if circumstances bring them together, like their jobs at Grell's shoe store.
On a more superficial note, she really does wish she knew what he does with his hair. It's so pretty. He's so pretty. It's not fair. :|
