If they wanted to end the way, they wouldn't schedule the vote for war funds. They very well know that any bill to end the way will go down so it is pointless and just showboating. If they were serious they know what they need to do to end the war. They don't have enough guts to do it.
Sadly he would keep them there without a dime to spend on them. It would be a fruitful first step to getting other bills passed that would quicken the troop withdrawal. The Democrats have the power to demand that a exit plan be in place before any further money is released. Do you see where I am going with this.

If they hold on to the money and say you can have it if there is a real exit plan shown. They need to get the upper hand and when they threaten to withhold money they will gain some strength in their actions.
It isn't about keeping money away from the troops. The Pentagon still has plenty of money to keep the military running in Iraq. It's about taking a stand and having some guts.

Except that what he's telling you is the truth. The Congress can't act without the Senate and many people, myself included, don't want to potentially fuck over those serving in the military to enact change from the Commander in Chief.
