There were two incidents of City mayors talking (so far as I know, just talking) about now allowing franchises in their municipalities because of Chick-fil-a's stance.

But these legislators have been, and should be, rebuked by people and organizations who value free-speech.

Though I have no idea if this is the point of the original cartoon author.

And the Boston mayor came back later and said, well, I guess that's not really something I can do, heh, though of course that didn't manage to get plastered all over Fox Newz for some reason.

Right. One mayor saying he didn't want a restaurant in the city's "Freedom Trail" and another mayor saying the restaurant doesn't share the values of the city is not the same thing as shutting down the business.
