I hate russian embassies and russian consulates all together. (There are lots of things I hate right now but still...)
They can not state any necessary information in a clear, proper, straight way. But every element of the contradictory facts they propose is supported by a link to some unofficial and paid services that of course will help you immediately after you pay.
I have never seen at any official embassy sites of any foreign countries sucn an impudent pushing of detached and dubious services.
