They DO know what causes it: various estrogens. It is most prevalent in blacks because from a very very very young age, girls' parents smear their hair with estrogen hair products. Soy is an estrogen, so girls who drink soymilk are hitting puberty early as well... Plus all the estrogenic pesticides... It is a "perfect storm" for estrogen overload. Not to mention all the male baby deformities caused by this as well. Hypospadias is up over 1000% from just 60 years ago.

Except that there has been a decline in the age at which girls go through puberty in places that don't use such products and aren't exposed to estrogens in the environment, and it isn't clear what's causing it there. This needs more study.

I understand that Cuba particularly is seeing things like this. I wonder if it's something to do with the agriculture.

That could be. Pesticides that are routinely used on crops sometimes include estrogens, because it can disrupt the reproductive cycles and processes of pests and collapse nearby pest populations down to a very low roar all by itself. Of course, there are also plenty of inorganic chemicals used in pesticides and even fertilizers that impact mammalian, avian, reptilian, and amphibian bodies the way estrogen does. So yes, it could have something to do with the way they farm.
