Dogs as they are now are as much our creations as the children of our body are -- they wouldn't exist except for our use of artificial selection to modify wild canids to fit our desires and needs. Someone who would do this to a dog would happily do this to a human being -- including a human baby or toddler. As a matter of public safety, he needs to get permanently lost down some dark hole somewhere and never come back.
