Cosplay!

So I'm doing Sakuracon (in Seattle this weekend) and I'm dressing up as Kotone/Lyra from the Heartgold/Soul Silver series and I had a question.
Does anyone have any recommendations on how I should get my hair to stick up like hers? I mean like gels or something? Preferably something that one could get at, say Target or Walgreens type stores - fairly commonplace I guess.
Here's what I'm aiming for:
I mean I could just tie my hair in pigtails, but its just that much more awesome if I can give them a life of their own!
My hair is about elbow length, and fairly thick, so I think I'll need pretty heavy duty stuff, I don't normally use hair gel or mousse or anything so I'm not even sure where to start O_o
