Upcomming Shaymin event

According to the link below there is an upcomming Shaymin event. The event is listed as being for North America, and I was wondering if it will also be available for all PAL regions like the current Mew event. Is this a trend to all North American events? Also do you know if you have to complete the game to be able to get it, or can you get it early in the game like the Mew event? Just curious.
