[If you're out and about in the Aurora Forest, you're likely run into a short legendchaser in a labcoat and a really flippin' tall tsuuuun with... ... well, he has a hair-horn, but most Silvers have those. What are they doing, you might ask?
Being nerds. They're out hunting for some Pokemon relevant to both of their interests. (Kris' interests: RESEARCHING ANYTHING AND EVERYTHING IN THE NAME OF SCIENCE. Silver's interests: Trading in the name of I saw some and we must do this.)
Feel free to run into them in the following situations:
A) While they're trying to find the objects of their interest. This involves wandering around the Forest, hand-in-hand, discussing Bug-Types as they keep an eye out for potential research specimens. Scizor's coming up a lot, due to its evolution by trading. This is earlier in the morning!
B) While they're stalking the objects of their interest. This involves sitting very quietly in some Convenient Bushes and observing their behavior; Kris is taking plenty of notes on it. They're both completely ignoring the packed lunch sitting (chicken salad sandwiches! lemonade! cake!) close by that they brought with them. Because field research and why would you interrupt that for something silly like lunch. This is later in the afternoon, a bit past lunchtime.
C) While they make their plans to capture the objects of their interest. This involves standing around with their best catching Pokemon: Kris has her Gallade out, while Silver has... Rosetaro the Roserade. This probably isn't going so well. Kris is trying to explain to Rosetaro that the point of this exercise is to, "Capture, not KO!"
