Have one retconned fail!Rayquaza
There's a miniature storm in the CMA, covering only a few square yards, and only about a hundred feet off the ground. Obviously, this is not a natural phenomenon.
In the eye of this tempest is a rather unusual creature. It's obviously a Rayquaza, but is jet black, and is only about half the size it should normally be. It also seems to be the source of the bizarre weather phenomenon.
