He glances around from side to side and clears his throat before he speaks. Not that it does him any good, since his voice has been blown out completely. He sounds raspy and barely audible, hence why he came prepared

[Oh my, a hug. Charon freezes up for a few seconds, trying to figure out how to react. Finally he looks over his shoulder at her, giving a half-hearted smile.]

... Hm. Vigilantes can be quite the annoyance when they devote their time and energy into correcting the wrong laws. They can be useful at times, but on the whole, they cause more trouble than what is necessary.
