Because today all the ghosts find out if they've been selected for the Ghost Council, which is a honour of course, or if they've been asked to see the Ghost Council, which is not so much of an honour and more of a punishment. Or if they just weren't picked out at all.

I'm hoping I would get picked for neither, to tell you the truth. I don't very much like sitting at these councils, but since I've been around a lot longer than some of the other ghosts my chances of being picked to sit and preside go up.
And as for being summoned to stand before the Council...let's just say I hoped I haven't done anything wrong.

They preside over ghostly matters, make rules, yell at ghosts that aren't doing what they're supposed to be doing, decide things...boring ghostly agendas and such.

Of course ghosts have rules. The Bloody Baron loves to break them. Mainly we're concerned with Muggles and how to haunt and where to haunt and such. It's all very...boring.

Well that too. Other ghosts don't care about moral standards until Muggles start complaining that they're been pushed down stairs and a paranormal investigation is begun. Then they care. A lot.
