It sometimes seems like they slip this stuff in when people are least likely to be looking: on Fridays, just before holidays (like today), and so forth:

Actually, as far as I know, this has been the case for quite some time. We go to Montreal every year, and one of our friends doesn't have a passport. We knew he'd get away with a birth certificate this year, but we knew back in June that he couldn't do the same thing next year.

I believe you; this is just the first thing I've seen about it. $97 is a lot, in my humble opinion.

This has been a big issue here in Washington State. Our governor has been working to postpone this as long as possible. So much business and tourism passes from Seattle to Vancouver there is concern over the repercussions. As it is, entering the US from Canada by car has always been nasty with lines that can last hours. I can't image what a passport check would add.
