Watari had plenty of chocolates with him. With the directions for them firmly implanted in his memory, it had only been a matter of hours before he'd made the personality swapping concoction and carefully planned everything.
On the surface, they were totally ordinary, foil-wrapped chocolates like you'd see at any good store. But within moments of people consuming one, they would find themselves acting like a totally different person, with no knowledge that it was a strange thing. This was no Freaky Friday mind swap, just a switching of personalities.
Watari petted 003 and took note of how many chocolates he'd set out. The results of this would make for good data.
