Roxanne has the ability to once she has been able to establish a empathic 'feel' for a person, to be able to recreate their powers through this bond to that person. This requires the person to be present, to be able to be sensed/receieve emotional imput from, and to have the power not require any object or gear thus; she cannot replicate technologically based powers such as Iron Man's armor or Extremis, or certain magical powers, such as wand based magic from the Harry Potter cast, and so forth. Any other power that is inherent to the character (magic, superpowers, so on) and does not require an object/totem/etc to recreate is fair game.
Via this she gains as much intuition about the powers as the original possessor has - if someone is unfamilar with their powers, she will be equally unfamiliar. If they are very familiar or comfortable with their powers, she will be as well.
However, she must maintain the empathic connection; meaning she must be open to their emotional state - and be aware of it. If she severes the empathic connection, she loses their powers immediately. If they go out of range of her ability to sense them (over 100 ft away, for a ballpark figure) the powers will not cease immediately, but will begin to rapidly fade (within five minutes) and become inaccessable until she encounters that person again.
This empathic connection also means she tends to take on bits and pieces of that person; their strongest traits of personality will begin to override her own. She will also echo physical features in thoes she mimics; if she mimiced Kurt, her eyes might change color, or she might get blue skin. Unless their powers involve massive changes to the body structure (resonating with a sea-troll physiology for gills, for a broad example) most 'cosmetic' changes will be limited to changes in coloration, mostly, and so forth - skin/hair/eyes. It's basically a special affect and a 'tell' that her power is in use to eliminate it's 'stealthy' use in most cases
