That camera effect you'd noted is usually referred to as tilt shift (at least in still photography) and is unfortunately trendy and overused at the moment.

I knew it must have a name :) I don't mind it in still photos (tho it should be used very sparingly ;) ) but something about seeing the little doll people moving around is just Wrong.
